What is compulsory motor liability insurance?
Under Road Traffic Law no. 2918, every motor vehicle operator must hold liability insurance. It covers material damage and bodily injury caused to third parties, up to the limits set by legislation and shown on the policy.
How is the premium set?
Premiums are set under the regulation on tariff principles for compulsory motor liability insurance:
- Cap premium: legislation sets maximum premiums by vehicle type; insurers may not exceed them.
- Insurer's premium: within the cap, each insurer sets its own base premium by vehicle type and province, so quotations differ between insurers.
- No-claims steps: the premium is discounted or loaded according to the operator's step, based on claims history. First-time operators start at step 4.
- Moving between steps: a period with no claims paid moves you one step up; a period with claims paid moves you down. Insurers set the discount and loading rates for each step.
- Taxes and funds: statutory taxes and funds are shown on the policy in addition to the premium.
How to check your step
- Check the step shown on your current policy.
- Log in to e-Devlet (turkiye.gov.tr) and use the SBM service "Trafik Poliçe ve Hasar Bilgileri Sorgulama" to see policy and claims history for vehicles registered in your name.
